After some more fiddling I found the problem in the W10 audio settings.  Works now thank you... though it generated another question...  

when it was sending stereo audio it seemed to go through a phase where the audio and video were out of sync when the channel starts up and after about 8 seconds there would be a definite reset of some kind and the audio and video would suddenly be in-sync regardless of it being live or recorded.  

When I set it to send DD5.1 audio for LIVE TV I find the audio and video are around 5-8 seconds out of sync initially and if I watch it for about 3-5 minutes it eventually almost gets synced but never really exactly. (video is lagging).

If we watch a recording the audio and video start out unsynced by a second or two and after a minute or so they start to get closer second by second eventually getting synced.  There is no sudden reset after which things are synced like there was with the stereo audio.

Does this suggest the CPU cant keep with the load if its DD?  Are there any settings that may help this symptom... or is the solution a newer or bigger cpu?  

I notice that the LAV settings box shows hardware accelerators and the decoder setting box on NPVR has some options but it seems the default is none in the former and EVR in the latter. Would h/w acceleration help or is it something that the NPVR software will not respond to?

 (Helping a friend here - the cpu is an i5 2400 3.1Ghz with intel quick sync video option and 16GB RAM.  Hauppauge claims its enough to do the job.  Not stuck on this device.. if its not enough I can get a used I7-3770 chip perhaps.)

Had some time to investigate the audio video sync problem more. Decided to download WinTV10 in its entirety rather than just the windows drivers Hauppage offers and use the Hauppauge licence that came with the USB device. Surprise was perfect audio video sync with DD5.1 on wintv.

So I went back to investigating whats up with my favourite app Nextpvr. Turns out my issue only happens when using Nextpvr with DD5.1. Also figured out it is somehow related to the LAV decoders-probably the audio one. If I switch to one of the other audio decoders with DD5.1 enabled the sync problem vanishes. Is it possible the LAV decoder has some inefficient code in regards to DD5.1 or could it be something else?

I gave it several days. during this time I deleted the lav filters, deleted win10tv, reinstalled win10tv for the drivers, reinstalled nextpvr, reinstalled the LAV filters. Also on the side I tested a DD5.1 source file for playback, tried wintv10 again, played a DVD with DD5.1.. all 3 worked perfectly. Unfortunately when I get back to Nextpvr the sound is only reliable and well synced with the video if one uses stereo sound. Using another sound setting with nextpvr that is intended to create a DD5.1 sound results in very variable results. Sometimes when you select a channel it starts up in DD5.1 ok and audio/video is synced but not usually. Sometimes you can get it close to synced by backstepping the nextpvr video about 20 to 30 seconds and then trying to get it back to around 10 seconds but there again.. not always. I have seen these sync problems at one time or another with all the decoders I tried... perhaps the Microsoft DTV-DVD one was the best but even that not always. I imagine there must be a bug in the Nextpvr code in this area. I can go back to using the stereo settings and hope maybe at some point in the future the bug gets resolved. Thanks for all your efforts.. much appreciated. Just wanted to close off here and share this with you.
