After getting fed up with changing settings and it making no difference I decided that I'd re-install windows and start again from scratch with just the basic hardware and software installed.
The "lagging" is better now, but still not watchable, and still makes no difference what video decoders I use.
When I moved from a very basic graphics card to the one I'm using currently (geforce 4 ti 4200) it had the effect of fixing the lag in WinTV. So I'm thinking this is actually a hardware issue rather than software/decoder issue. I am trying out a few different things first thing tomorow and will let u know how I get on (also will try a much better graphics card in the hope that it will solve this).
Thanks for all the help today - this is one of the most helpfull and fast forums I've posted on
