Problem with tuning into channels

Your supposed to run:

regsvr32 c:\path\to\Mpeg2DecFilter.ax.

"filename.ax" was just an example they provided.

Errm, I'm not sure yet, but I think it's fixed, but it's too early to tell.

Errm, yeh the problem is fixed, I think. But the stuttering is still there, just a few minutes after tuning to some channels
