When he went into the Settings->Devices screen, double clicked the device, and set the 'CI / CAM' setting back to 'None', then it started working fine for him. He didn't need the CI, and it was causing the issue. The issue went away when it was disabled.

For DVBLink I don't think NextPVR supports PBDA but they have http interface too I think.
