What if you enter your paypal username/password to log in?
Does it change to English? OK, should be solved now, (I think) Paypal takes its initial language from my account i.s.o. using your IP address. I now force it to USA.

Yes, after logging in the paypal page is english. You'd have lost several potential donators by then though.
