Its possible the names listed in bda.ini dont match those used by the drivers of you card. You can check the names using GraphEdit (google for it). If you cant work it out in GraphEdit, let me know and I'll try to give you more detailed instructions.

When you run GraphEdit, select the 'insert filters' menu option. Then expand the 'BDA Receiver' and 'BDA Source' categories. You should now see the names of the directshow filters for your device. Check the names EXACTLY match:
FILTER_TUNER=FusionHDTV, BDA Tuner
FILTER_CAPTURE=FusionHDTV, Transport Stream Capture
