MVP only works if I manually run GB MVP Server file

I have 97.13 installed. Originally the MVP server would work without having to run the above file but lately it stopped working and I couldn't connect. After playing around I realized that if I manually start GB MVP server file (in the program menu) it works. Unfortunately, I'm left with small GB MVP server window open.

any ideas on how I get it to work without manually having to run this file. And - yes I have selected no. of MVP servers = 1 in the config file.

This happend to me some time ago - There was a another config.xml in c:\windows or one of its sub-dirs. with the number of MVP's set to zero, once I deleted it, the problem went away.
