GB-PVR only lists the video decoders it finds on your machine that match the names it knows about. That list of known names comes from the <SupportedDecoders> setting in config.xml. These are currently:

So how do I resolve the issue? I thought I installed it when I installed powercinema.
Either install a decoder that matches on of the names above, or rely on it being picked up as the 'system default', or add the exact name of your decoder to the <SupportedDecoders> setting in config.xml.
So apparently I hadn't installed the cyberlink decoder. Now that I did the video quality is much worse! I don't understand. Also, I did the registry patch and I still can't use my remote control. What am I missing? When I use VMR it no longer does full screen

All I can suggest is using the forum search feature. There are tons of threads related to solving bad video quality.
I think that device comes with the Cyberlink remote. If you set the remote type to 'MCE' in the config app, then most keys should work (except those in the white square on the remote).
My suggestion wasnt because I was sick of answering your questions, but more because there is already lots of info in other posts.

I know. Everything was messed up after all the registry changes and what not so I've started a complete reinstallation of windows so I can do it all right the first time. I'm not even going to mess with cyberlink, I've heard good things about Dscaler5 so I'm going to give that a shot. Hopefully after the reinstall my remote and full screen will work again so I can continue on my quest for good image quality. The remote worked great initially but then it stopped suddenly
