I have GBPVR ver 09813 using a Hauppauge 150 card on a Windows XP sp2 system.
Just reinstalled the operating system and GBPVR but the setup was working fine and I was able to record shows earlier in the week.
Today, I tried to watch TV but was met with this:

With intact audio.
Checked the cable connection which is fine.
Went to the Hauppauge website and downloaded latest driver.
Repaired the gbpvr install.
Tried different settings for MPEG-2 playback including VMR9 custom config, VMR9, VMR7, and Overlay manager. The latter three leave a black screen with audio intact.
Checked with the Tuning Assistant and am able to see channels that way.
Tried Live TV and recording a show. Live TV as above. Recording results in black screen with intact audio.

Have no clue what caused this. Haven't installed anything that would/should interact...

Looks like your video decoder is causing this. Reproduce the problem, then zip and attach your gbpvr.exe-native.log and I'll take a look.

It doesnt look like its finding an MPEG2 decoder installed on your machine? What video decoder do you have selected on the playback tab of the config app? If you've got 'system default' selected, then select one of the others. If you dont have any others listed, then install a MPEG2 decoder.

Chose "nero video decoder" but still with same results
Always had default before without problems and even as early as this past Thursday (after the reinstall)

Should I install this one instead:

WinTV video decoder update-Hauppauge Video Decoder version 5
This is the latest Hauppauge MPEG Video decoder for the WinTV-PVR-150. It has better compatibility with the Intervideo WinDVD player, which many computers have preinstalled. This version also supports some graphics cards in Primary mode (use Primary.exe, found in the WinTV directory, to set Primary mode). For performance reasons, it is always preferable to use "Allow VMR" or "Allow Overlay" in the Primary.exe program.

or is there another that is 'cleaner'

If Nero was the only one list, then its probably also your system default. This decoder has caused problems for a lot people in the past, so I'd definitly try installing a different one.

Downloaded the DScaler MPEG-2 decoder and everything works great again.
