I don't know if this matters or not but the Hauppauge card shows up as:
"Hauppauge WinTV PVR PCI II (25xx)" in the device manager. Should it show up as PVR-150?

Also, is there a way to set the PVR-150 to use software encoding instead of the hardware encoding?

Thats normal.

Sub, do you have any other suggestions for me to try to get the quality down? I can't watch this over the internet (through VPN) because the quality is so high.

I'm confident the bitrate will be working as described on the last page. Try editing the bitrate for one of the recording profiles, then do a recording and check the bitrate on the resulting file.

I tried your suggestion. I changed Custom1 to the lowest available settings and also recorded one on high. It appears that they are different bitrates by looking at the stats from VLC. I've attached the screenshots for you to look at.

I can't change the Bit Rate to anything lower than 1500 Kbit/Sec. Is there a reason for this or can I change it some other way. I think this is the reason I can't watch Live TV over my VPN connection. It's requiring too much bandwidth.

Yeah, it looks like its doing what it is suppose to.

I seem to remember that 1500 Kbit/Sec with the PVR150s hardware encoder.

That's about as low as the MPEG-2 DVD standard is meant to go and based on my experiments, pretty lousy quality. Even so, 1500Kbit/sec is under 200KB/sec. Even a lousy wireless card should handle that.
