So can one assume that if they downloaded gbpvr after that date that the "updates" where implemented in the download ?

No. Updates will be built into an actual release..

Basically the way things have been going is there is a release, and then there are patches. A couple of times, sub has posted whole new releases when the zoo of patches becomes unbearable.
