Huge LiveTV Delay after Reboot

Nope still the same problem. I have done a full reinstall of Windows XP without any modifications. I have installed the Cyberlink Codec only and I'm still getting the huge startup lag when first selecting LiveTV.

I am using TV Out on a nVidia 6200. The PC also has a crappy onboard Intel 845G chipset which is have disabled without installing the drivers for it. Maybe thats been causing the problem. Only thing I can think of?
