I followed all the steps in the hip guide from the wiki to control my STB with MCE IR-blaster kit.
When i open the hipWsend and send a channel directly from it, everything is working perfectly.
But when i try to change channels from GB-PVR (remote or keyboard give the same resault) each digit I send is translated to the digit under it (meaning when I press 8 the program translates it to 7). When pressing 1 by itself i get 0, but when pressing 1 and another digit after it, just the 1 is translated fine (meaning when I press 15 i get channel 14). Just to be clear, the correct digit is displayd on the top left part of the screen, but the STB gets the digit under it.
I think that the configuration of Hip and hipWsend are fine because changing channels directly from hipWsend works perfectly, so my guess is that i did something wrong with GB-PVR.
I use the latest versions of GB-PVR, Hip & hipWsend with a MCE kit plugged through USB. I didn't install any plugin yet.

The reason I started configuring Hip is that using the original MCE drivers and using the internal MCE2005 configuration of GB-PVR gave the same symptoms.
What should i do?

Sounds like you've got the wrong channel numbers listed next to the channels in your capture source channel list.

I don't think it's got to do with my channel list because when I press 5 (for example) on my keyboard or remote, the number 5 appears on the left upper corner of GB-PVR but the STB receives the number 4.

Problem solved. It was a channel list problem after all (although I don't understand it) - the first channel on my list had the channel number - 0.
deleting this channal brought everything to order.
