Also what version of Vista are you using? As far as I know, only Home Premium and Ultimate support BDA tuners.
With the HDHomeRun there was also an issue where the 32 bit drivers had to be installed for it to work since it was being accessed by a 32 bit program.

I googled but didn't find anything linking needing ultimate to get the ATSC tuning space but I did find a forum post from someone using Business edition who had a QAM tuner.

On this page I see reference to needing Home Premium or Ultimate for "Windows Media Center HDTV and CableCard support". That is probably what you mean, right? I should have a key to Ultimate coming in shortly I hope.
Just to throw a little more in. I have gotten CTPVR to work and can select the BDA tuner which shows all of the analog stations (Im still fighting with it to get it to show HD stations). I just noticed some errors in the log relating to the QAM tuner so it may just be falling back to the Analog tuner.
I'm not sure if this will help but try browsing to C:\Windows\inf and right click on bda.ini then select "Install". This should repair the Windows BDA infastructure.

Getting back to an earlier question (may be a moot point if you can't get your tuner card working). Try I-xmltv - it's a plugin. It puts an * by new episodes and you set up a season recording on an * marked show. It will then only record new shows with the * marker. Works great!
