Problem solved. Changing the mapping put me onto the English language stream and turned on audio on the PBS channel.
All I had to do was change the mapping. I didn't realize that I was seeing two different audio streams - one being SAP - and I had to choose the correct one during mapping. In hindsight it's obvious, but isn't it always.
