GBPVR comes with a bunch of preset sat configs. If you are scanning the typical north american birds, what type of modifications do you need to do to those config files in order to get all of the channels on those two popular birds ?

i.e. do you have to subtract 25600 from the H transponders and then replace H with a V or can you use as is ?

I think in most cases it is changes to allow tuner cards to work rather than to make satelites available. Someone else may be able to confirm this though

Depends on your lnb and/or switch/Diseqc type. Dishpro frequencies must all be converted to V. Sample NA transponder INI files for dishpro here.

Since it is my understanding that transponders change regularly, will the list that you are referencing only work for a limited time ? Or am I misunderstanding the transponder issue ? It might be that channels move from one transponder to the next but the transponders themselves are static. Do you have any insight on this ?

Yes, I believe the channels move from time to time but the transponders are more or less static.
