Error 1316 from installer

I am upgrading to 1.3.7 and have the error repeatedly when running the installer. The full message is "Error 1316. A network error occurred while attemtping to read from the file ...GBPVR10307(1).msi"

I saved the downloaded file locally. I've tried re-downloading, but with the same error.

Turns out this was simply caused by having a window open in the Program Files directory.
