I have an Asrock A780FullHD MOBO with onboard ATI Radeon HD 3200 graphics card. I have sound with live TV, but no video. My capture card is an Hauppauge HVR 2250. Any help would be appreciated.

pz1 is correct, logs may help. A first guess though would be that you don't have an appropriate mpeg-2 decoder installed and selected on the Playback tab in config.
edit: additional note: as you have an ATI graphics chip, you may wish to download and install the AVIVO suite which includes the ATI MPEG Video Decoder

pz1...sorry, I got ahead of myself. I'm using v1.3.11 and the logs are attached. Thanks all for the help.

it looks like you're trying to use the MPEG decoder included with Windows XP, which won't work. You'll need to download and install a better MPEG-2 decoder, such as the ATI Avivo decoder I mentioned above, or the MPV decoder filter http://www.free-codecs.com/download/MPV_Decoder.htm
once you install a decoder, go into config and select it on the Playback tab.

also, run the reregisterfilters.bat from the gb-pvr directory. it looks like it's failing to find a filter or two
