When you "create a graph that works" or when "WMP plays the file" what filters are in use? When it fails, what is the filter merit of the problematical filter?
Basically, one option for you is to unregister the problematical filters (as sub suggested). A second option is to lower their merit, so something else is chosen. The third option is to raise the merit on a filter that you've tested and know will work.
The "merit" of a filter is just an integer. The "preferred +1" is just a name associated with a specific number, but if you've got a higher merit filter, it will be chosen over the "preferred +1." The higher filter will always be chosen over a lower one, and, although I've forgotten the number associated with "preferred +1," there is lots of room above it for higher numbers.
Filter merit manager will tell you the merits and let you change them.

Success gentlemen!!! I did what you guys suggested and took it one step further. I unregistered "Arcsoft Audio Decoder HD" and "Arcsoft Audio Effects HD". Both of these were set to normal merit as well as everything else. Changing the merit to a lower value had no effect and neither did raising the merit of the Fraunhofer MP3 decoder. It always chose the incorrect filters. The only way to get it to work was unregister the filters it was choosing. I checked playback of net radio as well as my ts files, livetv, and recorded a video. Everything works for now, my only fear is that the decoders I unregistered are needed for other functionality, but it doesnt appear they are needed. Thank you all for your support!!!
