You installed old SAF4... Use SAF5, but you need to unlock it first (check PM)

BTW, GPU driver date - 8-25-2004 - 2004??? Does it support at last DX9?

installed the new SAF5 - no changes
The video card is Radeon x300 series w/128 MB ram - ATI 8.23.0.0 driver from 02/09/06. "Compatibility status Compatible No action required This product installs automatically without extra software."

2006 isn't a whole lot better than 2004. I would try to update that driver if you can, and make sure you have all the appropriate DX9 updates as well.

Acording the WIKI, Radeon X300 is DX9 GPU, so you should be able to use VMR9.
What i would like to see from you: Update your GPU drivers - i think latest one are catalyst 10.2. Make sure you have *unlocked* SAF5 installed and nPVR (or GB-PVR) configured acording SAF thread. Reproduce the problem. ZIP and post nPVR (or GB-PVR) LOGs. Post SAF5 LOGs (SAF_LOGs.7z file)

I still think it's to do with that Nero Resizer. Try removing it from your machine.
