Unable to start service

I have my NPVR working good on one pc, but I want to have it set up on this other pc also. I am using the same AverMedia usb tuner I have used previously and it will work on this pc with WMC fine. I believe I have the file directories all set up and otherwise everything matches my working pc setup. I have a temp folder on the program drive just like the other pc for the buffer. It recognizes this tuner but clicking to scan gets me the unable to start device error. Tried restarts including the pc etc and still no go. Only thing I could think of possibly is that I am having a problem finding the newer driver for the device, but like I say it does work with WMC. Here is the zipped logs folder also. Thanks for any ideas. Maybe I’m missing something simple.

Unfortunately not really. I can tell something about this device is failing to hook up.

I'd probably be looking for a newer driver if it was my machine.
