Hi there.
I have successfully installed NextPVR on my Windows 10 workstation.
I am using a Hauppauge HVR4400.
NextPVR recognises the card but when I try to scan for channels I "get Unable to start device: Device failed to start."
I am using the DVB-T

I have attached the log files & would greatly appreciate any help.

I am wanting to run NextPVR in Kodi to replace my existing Tivo which is being discontinued.

Most of your scans were after you stopped the recording service but the first one is off

2017-03-05 19:06:12.004 [DEBUG][9] No BDA capture filter for this device

Does WinTV 7 work with it? If not you might need to get it working first.

Windows Device Manager sees the card & the drivers are loaded correctly.
I have installed the following drivers 88x_2_126_30325_WHQL
NextPVR recognises the card.

I wasn't sure if I needed to install WinTV or not as I don't have the original CD.
If this is required I can buy a new copy.
Can you confirm this is a requirement.

No, it's not a requirement, but it is the usual mechanism to test if the device is in a functional state. Alternatively you could try some other TV software, like trial of DVBViewer etc.

Given the device is failing to start, it's looking like either the device is faulty, or there is something wrong with the driver install, or the device is in-use in some other application. I assume it's no better after a reboot?

I have rebooted & reinstalled & updated drivers ...
Same situation.
I will go ahead & buy the WinTV to confirm the card is working correctly & let you know how I get on.
I have stopped numerous services in case another application had claimed the Hauppauge card but no luck.
I have only installed the card yesterday so I can't think of any application that would claim the card.
Do you have any suggestions ?

Just what was suggested above - testing the device is functional in WinTV. Its probably not in use in another application, but I thought I should mention that option because it can have similar symptoms.
