unable to find available capture device

I have setup the NPVR to use a Ceton Infinity Cablecard and it was workin g before but recently needed to rebuild my OS.
I attached the logs and hoping someone can help to determine what the issue is. I did restart the PC several times and still getting the same error.

This seems to be the error, but it's not clear to me exactly what it means.

If you Ceton device is a network version, have you tried cycling the power on it?

Its a PCIe Card I attached the diagnostics of the card showing that its working.
