sound delay when resuming live tv

I am using Kodi 17.6 on an Nvidia Shield hardwired network. I have noticed when I pause than start again I will see lips moving for about 5 seconds before sound starts again.

Kodi takes care of it's own playback, so any audio/video sync issues will be something Kodi is doing, rather than anything related to NextPVR or the NextPVR addon.
