That one seems to work:

I have it here in Raspberry OS don't know what more to try.
/usr/lib/aarch64-linux-gnu/libssl3.so I am not confident that is the issue either. Martin

I think I have a different take on the issue. When you installed libssl-dev I feel the armhf version was installed not aarch64
Get:1 http://archive.raspberrypi.org/debian bullseye/main armhf libssl-dev armhf 1.1.1n-0+deb11u4+rpt1 [1,600 kB] But I think you are running on arm64, maybe confirm with uname -m Running this should tell you the platform version of dotnet file /opt/dotnet/dotnet Do you have something installed to run 32 bit and aarch64? What do you see with apt-cache policy openssl Martin

Hi Martin,
I just grabbed a completely new SSD card and loaded a new clean current copy of Raspberry Pi OS. I then followed the install script as written and I am experiencing the same phenomenon. dotnet looks to be installed in the directories, files are there, but when I run /opt/dotnet/dotnet --list-runtimes pi@raspberrypi:~ $ /opt/dotnet/dotnet --list-runtimes bash: /opt/dotnet/dotnet: No such file or directory pi@raspberrypi:~ $ Same connection refused error on the host. This is all a clean copy of the latest versions. Either I'm doing something fundamentally wrong, or this is something wrong somewhere....

Are you installing 32bit 64bit or legacy?
You can use my last post too on either SD card. Martin

ok - success (partial)!!!!!
I started from scratch this time using the 64bit version of Rasberry PI OS instead of 32bit. Now it is up and running. So whatever was happening to the old config and the last trial must have been due to a 32 bit version of the OS not agreeing with the install? The 64 bit is now up and running. I'm having some USB mounting issues that I will work out, but also channel configurations are not there. I copied the config.xml, npvr.db3, recording-backup.xml and recurring-backup.xml to the var\opt\nextpvr directory. Everything moved except the channels are not showing up.

I asked you to try some commands but you ignored that. It would have helped me determine what is going wrong.
