That screenshot is saying you're -00:00:01 seconds from live. ie, if you pause it, you'll see it drift back. ie, pause for 30 seconds and you'll see it drift back to -00:00:30. For live tv it starts at the right, and tells you how close to live you are. Further towards the left represents further back in time, like when you skip back or pause, in which case you'd see it move further to the left.
