Nothing has changed in config.xml. The EPG was fine in version 6 and I havn't changed config.xml since then. I had a quick look at the config.xml and saw some language settings were set to default but I don't know if those language settings apply to EPG or not. I also searched for the words "Canto" and "Manda" but no results found.
In version 6, the EPG showed a mixture of Chinese and English characters. Some channels that are English speaking always showed the EPG in English. The Chinese speaking channels would show both English and Chinese characters. This was consistent with how the TV's EPG would work.
The tsmuxer file I sent you was generated from an English speaking channel. If you would like a similar file from a Chinese speaking channel, please let me know.
