No. They explicitly build a directshow graph with specific connections and decoders, wheras GB-PVR lets Windows render it itself using whatever decoder etc are installed on the users machine.

I installed the latest gbpvr on a fresh XP MCE machine. Live TV works okay now.
THe delay is only about 2 seconds. I tried both Deinterlace=None and Encoder Pass Thru. With Deinterface Fliter, the picture quality degrades a little bit.
