netstat shows a connection to weather.com from my machine by gbpvr.exe all the time, even when I'm not trying to view the weather info. It seems to make the connection every time gbpvr.exe starts, which starts when Windows starts.
Is it supposed to do this?

You can change the settings in the config app. By default the plug-in fetches updates when GBPVR first starts and every 10(?) minutes there after, You can turn off both of these if you'd like or change the update time interval.

I found the setting to disable getting the updates when gbpvr starts, but I can't figure out how to disable automatic updates. I tried setting the time interval to 0, but it just goes back to 5 by itself.

If you have it set to display weather on the VA panel then it will do auto updates. If you disable these, then it will turn them off. You can still manually refresh weather by pressing the red button (control R).
