Error starting up - NativeUtils

I have the .net framework installed, but I can't configure the system, as it errors with not being able to locate "NativeUtilities".
I searched the site, but am unable to find anyone else with this issue.
- System is freshly installed Win XP Pro.
Anyone have any ideas, or have run into this before?

.Net Framework - (File or assembly name NativeUtilities or one of its dependencies not found)

What version of Windows Media Player do you have installed.

After seeing your question - I upgraded to 10 in hopes that was the cause.
But still getting the same error.

I just removed and reinstalled all the software that came with the card - apparently something failed the first run - I'm up and running!
