I have an Nvidia 6800gs which supports hardware deinterlacing so I'm wondering how to enable it because I hear it has a big impact on the picture. I searched but couldn't find anything which really explained it except when using nvidia purevideo which I don't have (I have dscaler5). Thanks for the help.

It'll only be used if the video decoder you're using supports it. I'm pretty sure the nvidia purevideo decoder, Cyblerlink decoder and Intervideo decoder support it, but I'm not sure about any others.

I'm fairly confident dscaler doesnt support this hardware accelleration feature, and instead uses it's own software deinterlacing algorithms.

It is something that cannot be directly configured.

Hardware de-interlacing is used when you have enabled hardware acceleration (DXVA) and VMR output on the video decoder, and configured GBPVR for VMR renderer (VMR9, VMR9-custom, VMR7). The video card must also support DXVA and DirectX9, and have hardware acceleration enabled (Nvidia always has this enabled on cards that support it).

So I can only use my cards hardware deinterlacing if I have one of those three encoders? Or are you saying it's already enabled since I have an nvidia card? Is nvidia worth the money? Can I get the intervideo decoder free? I had cyberlink and I hated it. The dscaler works better.

It's a 3 step process:
1) The video decoder needs to support and be configured for hardware acceleration (DXVA) enabled and VMR enabled.
2) The video card needs to support hardware acceleration (DXVA) and DirectX9, and have hardware acceleration (DXVA) enabled
3) The application (GBPVR) needs to be configured to use one of the VMR renderers.

Now in your case:
1) DScaler5 version 008 (Dscaler5008) does support hardware acceleration and VMR, but needs to be configured to have hardware acceleration enabled.
2) Your Nvidia 6800GS video card does support DXVA and DirectX9, and the driver has DXVA enabled by default.
3) Configure GBPVR for VMR (VMR9, or VMR9-custom, or VMR7)
This should result in using hardware de-interlacing.

I'm guessing you referring to the Purevideo decoder. I personally find that with hardware de-interlacing enabled that Cyberlink/Intervideo/Purevideo/Dscaler decoders all have near-equal picture quality, however I find the Purevideo decoder has the best timing synchronisation (smoothest horizontal moving ticker tapes)

No. Noteing however that some codec packs do include unlocked Intervideo decoders (illegally).

Alright I got cyberlink working with the registry patch from this site and i'm the happiest i've ever been with the picture quality. Hopefully with a signal booster I'll finally be content.
