So . . . I just moved to Texas, and this small town ISP/Cable/Phone company has given me what seems like strange eqipment.

Apparently, the viewable cable comes off their gateway device in up to 3 streams that are available on channel 3, 10, and 13.

So (rubber meets the road), I tune my TV to channel 3. I have a UHF remote control that particular video stream from anywhere in the house. The gateway is actually providing the channel changes and what not.

TV #2 would be tuned to channel 10 to obtain video stream #2 and I have a separate UHF remote control for it.

Questions:
1.) I can tune the PVR to channel 3, 10, or 13, right?
2.) If the cable gateway provides the channel change, how does GBPVR change the channel as the only remote control works through UHF (no IR sensors on the gateway)?
3.) Is there anything else I need to consider to get this to work

Yes

If there is no IR remote, or serial port that can used for changing channels, then you could be screwed.
