seems with 98.13 the cpu usage on a dual core takes up one full core. cpu usage use to be about 20% for gbpvr. am i missing some nifty new feature that warps time and space maybe?

Transitioning to 98.13b didn't appreciably affect my CPU drain, and my system is similar to yours.

Have you tried checking out Task Manager to see what processes are eating your resources?

that 45% to 65% was the percent gb-pvr is taking up.
i tried a diffrent version of powerdvd codec but still have lots of usage of one core from gbpvr.

ati 550 pro from msi is the tuner card.

The normal things I'd be trying to see what made a difference to CPU usuage would be choice of video decoder & video renderer. Also check whether hardware accelleration is enabled on the video decoder.

Also dont use 'VMR9 Custom' on the non primary display - it'll usually suck on a secondary monitor.
