DVD Sound and TV Sound not in Sync

Good Morning All.

When watching a DVD I have to turn up the sound all the way to just barely here it. when going to live TV the sound then blasts. I noticed in the sound settings of the computer that the DVD appears to use WAVE...so if I turn that up the DVD volume is fine until the next time I watch Live TV then the WAVE setting turns down again. I have the Config set to use Master Volume, although changing it to local volume doesn't seem to matter.

BTW: What is the actual difference between the two settings?
