The usual cause of that is having the wrong channel numbers next to the channels in the capture source setting, or the wrong tuning type selected (cable vs antenna)

Yes, if you're using one of the new xmltv grabbers then there is a good chance they're not setting the channel numbers in the xmltv file. If this is the case, then GB-PVR will just allocate them some random number base on the order in the xmltv file.

Answering some of these questions may help track down the problem.

If you switch back to the internal zap2it plugin and update your epg, do you still have static? Rename UpdateEPg.bat first, put a - (dash) infront of the name or something.

If you go strait to a channel you know you have that shows properly in your guide, (like 33 + Enter), do you still have static?

Does the capture software your card came with work?

Checking zap2it - static also
Trying hauppague program - Doesn't work either... looks like a possible cabling issue.... which is wierd since nothing has changed. and i get picture on my tv. my set up is as follows

cable from wall... into splitter from splitter goes to computer and TV
