A quick search didn't find this error message, so I thought I post the solution. I'd be surprised if it hasn't already been picked up. Sorry for a double post if it already has.
The problem:

Create the folder 'C:\Program Files\Devnz\GBPVR\skin.
I wish everything was this simple. I was expecting to have to go to my backups from the old system and copy the complete folder.
The problem:
- Clean install of 1.2.13
- select "settings"
- error message
System.IO.DirectoryNotFoundException: Could not find a part of the path 'C:\Program Files\Devnz\GBPVR\skin'
Solution
Create the folder 'C:\Program Files\Devnz\GBPVR\skin.
