I have 2 big problems and no idea how to fix them.

1. Configurations not loading when PVRX2 executed from start menu or pinned task bar.

Install shows no errors.
Configuration utility works as expected.
When launching from dock icon all settings load as expected.
When launching from any place else it is default settings which means no input devices set up.

2. (Probably related) I can't get the web server to start up for anything. It shows as enabled and the port is correct but I get "Unable to Connect" when going to http://127.0.0.1:7647/gbpvr/guide.aspx.

The strange one all of this was working on my setup in Win7 RC.

I've reinstalled about 6 times no change. I did install the C++ redistributal first. I'm wondering if it is a funky windows security issue. I had done a settings and file transfer so maybe an old registry entry. I'm just really out of ideas.

Windows 7 Pro
2.40 gigahertz Intel Core2 Quad Q6600
8GB RAM
Hauppauge WinTV HVR-1800
Using Microsoft security essentials for AV

Addached are my log files.

RE: your #2, I go months with the web server working then not working having done nothing with GBPVR to effect it. For me, I've learned to live with it. Been the same in Vista as well as W7.

#1: search for extra copies of config.xml and delete them. In particular: "C:\Users\<Your Account>\AppData\Local\VirtualStore\Program Files\Devnz"

If you want the webserver to work you need to enable the Allow Service to Interact With Desktop setting for the GB-PVR Recording Service (done from Services.msc).

As to the issue in #1, the recommendation I always give is to turn off User Account Control. If this is a dedicated GB-PVR box, I suggest UAC really offers no benefits compared to it's headaches. There are of course solutions to each UAC related issue, which others here on the forum advocate in lieu of turning UAC off. I say "Why bother? Turn it off and be done with it".

Issue #1 found an additional config file and removed it.

Issue #2 change to the service setting and it took care of that.

Thanks a lot

#2 worked for me as well. I guess each time I install a newer version it must default back to turning the feature off. I hope I'm not too senile to forget this next time. We'll have to start pinning these posts somewhere so it's helpful to others.
