config.xml auto convert start and stop times

In config.exe you can configure conversion start times. But I did not see any relation to this in config.xml, but maybe I missed it. I did find the following

<ConversionProcessingStartHour>0</ConversionProcessingStartHour>
<ConversionProcessingStopHour>0</ConversionProcessingStopHour>

I would like my conversion to start and stop at certain times. What is the time format military? Will this conflict with the settings in config.exe. Do I need to set something to enable start and stop times?

I thought that the config.exe was different but I had both settings @ 12:00am which equals 0 in config.xml. So in config.exe it is start and stop times. Sort of confusing. Should say start and stop time. I set it to 1 to 8am.
