Is there a definition for the NPVR format of the ini file?
Is there a converter that I could use?

I think its pretty obvious looking at it.

x=<freq>,<polarity>,<symbol-rate>,<fec>

This has been the standard format for DVB-S ini files for lots of applications for years. Its only been recently you've seen some sources of these .ini files started to deviate from the original format to add extra fields for DVB-S2, which is what the above satellites-xml.eu sample shows.

In you line what are the <fec> parameters?

'0' FEC effectively means 'dont set the FEC, let the tuner work it out automatically'. You could have done '1=10714,H,22000,56' if you'd wanted to explicitly specify the FEC.
