Initial install unable to start tuners

First time install on a windows 7 box which came OEM with a Hauppauge WinTV 885 ATSC/QAM tuner. When I try to scan either tuner in the device setup screen. a message pops up: "Unable to start device. unable to locate tuner filter..." (see attached screenshot). What am I missing?

Do you have the Hauppauge WinTV software? If so, is it working there?

I'm guessing something is wrong with the driver install, because 885 devices are pretty common, and you usually wouldn't have to do anything special to get them working.

No, the HP Pavilion was configured to use Windows Media Center and did not include WinTV. I can get a distribution for $10 USD if I need it. It is interesting though that I can also boot this machine to Windows 8.1 from an alternate disk. In that OS I can scan channels, but it does not find any channels. Would like to migrate to Windows 10, but do not want to lose the ability to record programs. Windows Media Center is working fine in either OS (Win 7-64, or Win 8.1-64).

What would you suggest to address a possible driver issue?. When I check for driver updates for the Hauppauge, it says I have the most current version.

Might it be that the WMC installation has somehow "claimed" the tuner?

One interesting note: In the device manager the tuner shows up as a Hauppauge WinTV HVR-1800 (Model 78xxx Combo ATSC/QAM)
I believe it is an 1850, the difference being the IR blaster port. Is it correct for NextPVR to show it as a WinTV 885 BDA tuner?

just fyi: I updated my drivers from the Hauppauge support site to version 1.54.32328.0; still seeing same symptoms.

Tuner description has changed with updated drivers. Previously BDA, now ATSC for both ATSC & QAM tuners.
I did try removing & reinstalling NextPVR after updating tuner drivers, but the issue persists.

Here are my log files generated after updating the tuner driver. Any Idea why NextPVR can not find the tuner filter and start the tuner?
