problem installing updated GBPVR

I recently rebuilt my computer and went and installed the new version of GBPVR. When I click on configure I get the eror below. If I continue I will get the menu and all the tabs but no infoin the drop down boxes. Any ideas? I'm not familiar with .NET at all.

I loved the program before I rebuilt and would love to get it working. I'm on win 2000, sp4, .NET 2, DirectX 9.0c, the microsoft data base software that is required (cann't remeber the name).
