I've looked through the forum but I wasn't able to find an answer so either it isn't there or I don't know what i'm looking for.

I'm forced to a certain amount of overscan on my SD tube TV with my ATI Radeon 9550 using the component adaptor.

It's fine for video but some text from the menus runs off the screen.
Mostly the Date in the main menu & the menu buttons on the left in the other menus.
This is with using the default skin & most other skins.
How do I scale down the interface?
Is it locked to the desktop?

I figured out how to scale back the playback screen and OSD, but this does nothing for the actual menu itself.

It doesnt work in all situations, but you could try tweaking the following settings in config.xml:

I'm having a similar issue. I run to a CRT TV with s-video and the orientaion of the menu/OSD doesn't match the video very well. Using the nvidia device corrections, I can get the video positioned almost exactly where it's supposed to be (when the TV is tuning it directly), but then the menu is slightly off the left side and the OSD is way off. I've tried fiddling with a combination of the OverScanBorder settings and the video card settings, but it's always the situation where either the video is correct but the OSD is too far left or the OSD is correct but the video is too far right. Setting OverScanVideoAlso to false worked well in getting the video and menu in the right place, but the OSD is way too far left.

What I think is needed is some way to adjust the video only. I have a PVR-150. Is there any config file anywhere for the tuner itself to tweak positioning like that?
