Color Flicker

I recently built a new HTPC and have had a little difficulty getting quality tv playback. One of the main issues is that intense colors (reds, purples, some blues, yellows) seem to flicker or pulsate making stationary objects seem to move. What causes this and how do I fix it?

Here are some details on my setup:

1.8 GHz Core 2 Duo
1 Gb RAM
PVR-350
Gibabyte Radeon HD 2400 Pro

TV playback occurs through my video card using either the ATI DVD Decoder or the codec that came with the Hauppauge card (I haven't decided which one works best yet). Right now I have pretty much all of the Catalyst Control Center options turned off or set for performance.

I have the exact same problem, but while playing DVD, not TimeShifted/Live Tv.

My video card is ATI
My capture card is Hauppauge
I am using PowerDvd 7 for DVD decoding.
