I figured out the problem!
After messing around with BeyondTV and seeing similar error messages regarding rasterizers and 3D stuff... it occurred to me that it might be the Catalyst drivers.
So, I backed off to the 6.9 Catalyst drivers which seemed to be the farthest ones back I could go and it fixed the VMR9 issues and the Beyond TV issues too.
Amazing... I feel like writing ATI and giving them a piece of my mind.
