It looks like there is something wrong with the BDA components on your machine, specifically the Network Provider filters. I'm not sure what you'd need to do to fix this though.

Try right clicking c:\windows\inf\bda.inf and selecting "Install".

I got the same result even after reinstalling "c:\windows\inf\bda.inf".
