The service is not started on the ipv6 address, and therefore doesn't response to it.
All I needed to do, is change the hosts file to have 127.0.0.1 as reference to localhost, instead of the original settings.
Thank you very much for you assistance. It was found because of your help, and some of my understanding.
Well done sir, and interesting too. My hosts file has both entries; I'm running Windows 7 upgraded from Vista, but the date on my hosts file predates Windows 7 so what I have came from Vista. But it's an interesting mental note that this can happen; all kinds of things can break if localhost can't be resolved.
Glad our help led you towards the problem. Basic networking skillz go a long way.

Wow, I have been having the same issue since April, and never found a solution, until you posted this simple update to the hosts file. Thank you, my live TV is working again, and I can once again use GBPVR on the PC instead of only on the MVP.

That entry is because both IPv6 and IPv4 are installed and configured on the network card. Disabling or removing the IPv6 client (recommended) should solve it as well.
Its odd that connection that was failing was trying to connect to "127.0.0.1" not "localhost" though. I guess something behind the scenes was converting "127.0.0.1" to "localhost".
