Ok, this is good. Last question - I will write some code to try find when the power resumes etc... but how can it check before calling the restart bat file that the service was actually recording when the power failed/resumed?

I will want to restart recording, only if it was already recording.

There is a commandline utility for the USBUIRT.
I think GBPVR outputs the channel number it's recording using a variable which can be used in parallelprocessing.bat (you have to create that file)

You could write the channel number to a file, and if you detect a power outage, retreive the last channel number used for recording, and fire through through the blaster using the commandline tool (it's called uutx.exe from memory)
The USBUIRT developer does not like the util posted on other sites, so you have to go to his site to find it.

I think the only problem with this method, is that you have use the commandline tool all the time for channel changes, as GBPVR recording service holds on to the UIRT otherwise.
(I created a small app which broke the channel number into single digits and sent them using the commandline)

This would mean you would only have one file, as analog capture should not care about the break in the signal and just keep recording nothing happily.
