I'm not sure that the DTA channels ever had to be in clear QAM. I think locals had to be carried unencrypted, but not other channels accessible with the DTA. I'm also not certain whether any/all DTAs are even capable of decryption. I'd be interested in hearing from anyone who has a DTA doing decryption and can't get the same channel in clear QAM.
