Diagonal Tearing, problem found???

I have been having a problem watching/recording shows, it looks like the playback video is torn for a micro second and then it looks fine for a few seconds. I copied the .mpeg file to a different computer and it looks fine with no distortion. So is the problem my video card, which is a Diamond Stealth (ATI 7000)??

I have an ATI 7000 as well and I noticed this occurs more often with the Intervideo Mpeg2 codec so I use the Cyberlink codec. Also, make sure you have the most recent Catalyst video drivers (currently 5.4) installed.

EDIT: Also, make sure you are using VMR9 rather than overlay.
