No, its not a free download. You can purchase it, or download a trial from the nvidia website.

(Infact no free MPEG2 decoders are supposed to exist. MPEG2 use patented technology, and suppliers of any decoders are supposed to pay a couple of bucks to the licensing authority for each user of the decoders. Any that are freely downloadable a breaking the law - which is why I do not include one with GB-PVR or supply download links)

1. When I watch TV through Gbpvr the picture is kind of "edgy" or "pixly" what can that be?

I find that my videos (i.e., captured TV) get blurry if I force them to be upsized too much. If you are running GBPVR on a TV as a second display, set its resolution to 720x480, full screen GBPVR, and record shows in HIGH setting (720x480). If you are running GBPVR on a monitor, try playing one of the mpg files that GBPVR recorded directly with Windows Media Player and set the video size to 100% - this will at least tell you if you have a display problem or an upsizing problem.

I don't know if this is your problem, but it might be worth trying.

You may also find you get a better picture with the Overlay renderer instead of VMR.
